AIG announced that Steven Udvar-Hazy is today retiring as a Director and CEO of ILFC; he will be replaced by John Plueger as acting CEO.

GARUDA TAKES STEP TOWARDS "QUANTUM LEAP" STRATEGY
GARUDA has swapped orders for 10 787s with 10 777-300ERs; it plans under its Quantum Leap program to increase fleet from 58 aircraft in 2008 to 116 in 2014: 90 737-800s, 20 A330s and six 777-300ERs. It is also planning IPO in 2H10 to raise up to $300m.

SINGAPORE AIRLINES completed multi-sector demonstration green flight (LAX-Tokyo-Singapore) of 747-400 under Asia and Pacific Initiative to Reduce Emissions (ASPIRE) program.

NTSB FAULTS PILOT
US NTSB ruled that the cause of February 2009 crash of Colgan Air flight 3407 was pilot error in responding to an impending aerodynamic stall. US FAA said it will review recommendations from NTSB and "soon" propose rules to prevent pilot fatigue and improve training.

BOMBARDIER SEES SOLID 2009/10 PERFORMANCE
BOMBARDIER AEROSPACE delivered 302 aircraft in fiscal year ended January 31 (vs 349 a year ago): 176 business jets (-85 net orders), 121 commercial aircraft (88 net orders), and five amphibious aircraft (eight net orders).

MILITARY AVIATION NEWS
US DEFENSE Secretary Robert Gates announced a restructuring in F-35JSF office (replacing program office head Marine Maj. Gen. David R. Heinz with yet-to-be named three-star officer) to provide increased oversight of a program he conceded has fallen behind in meeting key benchmarks, and has withheld $614m from lead contractor, LOCKHEED MARTIN.
